Assistant Director of Finance
- General Definition of Work
The Assistant Director of Finance performs difficult professional work developing and maintaining financial reports, coordinating the administrative functions of the Town, assisting with preparation of financial statements, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance. Departmental oversight is exercised over all personnel within the department.

- Serves as Acting Director in the absence of the Director
- Assists in the annual audit and the preparation of the Comprehensive Annual Financial Report
- Manages the Town’s contracts for the annual Cost Allocation Plan and OPEB Actuarial Valuation
- Prepares monthly financial reports and other periodic information as needed
- Reviews and authorizes accounts payable items for payment
- Reviews and authorizes payroll for payment.
- Reconciles sub ledgers to the general ledger on a predetermined schedule
- Assists in the general management of the department including supervision of the divisions within Finance and attendance at staff meetings and external and internal trainings
- Performs other projects as assigned by the Director
- Knowledge, Skills, and Abilities
- Thorough knowledge of the principles, methods, and practices of public sector accounting
- Thorough knowledge of the laws and regulations governing the Town's financial matters
- Thorough knowledge of modern office methods, practices, and equipment
- Ability to prepare and maintain complex financial reports and records
- Ability to analyze and evaluate complex financial systems
- Ability to establish and maintain effective working relationships with Town officials, associates, and general public
- Ability to express technical ideas effectively, both orally and in writing
- High School Diploma/GED Certificate required
- Bachelors Degree with coursework in Finance or Accounting, or related field and considerable experience working in Municipal Finance, or equivalent combination of education and experience.
- Certified Public Accountant is preferred
Special Requirements
- Fidelity Bond required
- Certified Public Accountant upon hire
Valid driver's license in the Commonwealth of Virginia with a satisfactory driving record
- Physical Requirements
- This work requires the regular exertion of up to 10 pounds of force
- Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting
- Work requires close vision
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word
- Hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities
- Work has no exposure to environmental conditions
- Work is generally in a moderately noisy location (e.g. business office, light traffic)
