GENERAL DESCRIPTION

Performs difficult professional work appraising residential, commercial and industrial real property.  Conducts field inspections of the properties to be appraised using Cost/Market and Income Approach to values. Collects information on new construction and income on new and existing income producing properties. Has knowledge to add new subdivisions, splits and deletes of property to property tax rolls. Assists public with questions concerning assessments and performs duties to assist the Director of Real Estate Valuation. Work is performed independently, but is subject to administrative review by the Director of Real Estate Valuation or the Assistant Director of Real Estate Valuation. An employee in this class must be thoroughly familiar with the methods and techniques involved in appraising real property and with the law and ordinances governing real property tax assessments. Supervision may be exercised over assigned Appraisers. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS

·         Conducts field appraisals of real property and/or residential commercial and industrial real property in the county for assessment purposes under general supervision.
·         Ensures the proper application of appraisal methods and techniques as set forth by the Director of Real Estate Valuation are followed.
·         Searches public records for sales and determines property or area to be appraised by examining plats, maps, aerial photographs and pictometry software.
·         Inspects property and interviews persons familiar with property to obtain information regarding size, type of construction, income, and other factors that effect value.
·         Keeps abreast of local property trends and of modern appraisal methods and techniques
·         Conducts office research on various parcels and buildings
·         Assists the Director of Real Estate Valuation during real estate tax hearings and conducts reviews and inspections of properties in question.
·         May assist in data gathering for the computerized assessment system.
·         Performs a variety of tasks to assist in the operation of the Department of Real Estate Valuation.
·         Supervises and trains subordinate appraisers and other employees as assigned by the Director of Real Estate Valuation
·         Assists the Board of Equalization with information pertaining to appeals before the Board

NON ESSENTIAL JOB FUNCTIONS
·         Performs a variety of tasks to assist in the operation of the Department of Real Estate Valuation

REQUIREMENTS/PREFERENCES

Education
Required: Associate's degree from an accredited college with major course work in public or business administration, real estate or related field or combination of education, training, and experience which demonstrates the ability to perform the work described. 
Preferred: Bachelor's degree from an accredited college or university.
 
Experience
Required: Extensive experience in real estate appraisal.
Preferred: Considerable commercial assessment experience and considerable use of Computer Assisted Mass Appraisal. Some supervisory experience.
 
Certifications/ Licenses
Required: Valid Virginia driver's license with good driving record. Possess a licensed residential, certified residential or certified general appraiser license issued by the Virginia Real Estate Appraiser Board.
Preferred: Professionally recognized real estate designation.
 
Knowledge, Skills and Abilities
  • Thorough knowledge of the principles, methods and techniques of appraising real property and of the laws and ordinances governing the appraisal of real property
  • Ability to analyze factors affecting property values and to use sound judgment in estimating property values
  • Ability to supervise the work of others
  • Ability to develop and express ideas effectively in oral and written form
  • Ability to establish and maintain effective working relationships with other employees and to deal tactfully and impartially with the public
Additional Requirements
